The pattern
Om opens the group, and te plus the infinitive usually close it. Use it to give a purpose, or to complete an adjective or a noun.
- Purpose, like English "in order to": Ik bel om een afspraak te maken.
- After adjectives such as leuk, moeilijk, belangrijk, te koud and oud genoeg. You will sometimes see these without om, especially in writing: Het is moeilijk te zeggen.
- After nouns such as tijd, zin, geld and de kans.
- Objects and adverbs go between om and te: om melk te kopen.
- A phrase with a preposition can go before te or after the infinitive: om naar het feest mee te gaan and om mee te gaan naar het feest are both fine.
- A separable verb (a verb whose first part splits off, like opbellen) takes te in the middle: om je op te bellen. With a modal verb such as kunnen, te goes before the modal: om te kunnen werken.
- The om group usually comes after the whole main clause, even after a past participle: Ik ben vroeg vertrokken om de file te vermijden. Put it first, and the verb follows straight away: Om de file te vermijden, vertrek ik vroeg.

Why it works this way
An om te group behaves like a mini subordinate clause (a part of a sentence that cannot stand on its own). Dutch parks the verb of such a clause near the end, and that is exactly what happens here.
The group has no subject of its own and no conjugated verb. In a purpose group, the person doing the action is usually the subject of the main clause: in Fatima belt de gemeente om een afspraak te maken, Fatima makes the appointment. After adjectives and nouns, the person comes from the context or means people in general: Het is leuk om met je buren te praten is about anyone who chats with their neighbours.
Compare these pairs:
- Bas probeert op tijd op te staan. (what Bas tries: proberen takes te, see Infinitives with te)
- Bas zet drie wekkers om op tijd op te staan. (why Bas sets them: purpose, so om)
- Ik bel de huisarts om een afspraak te maken. (purpose: no subject after om)
- Ik bel de huisarts omdat ik koorts heb. (reason: omdat has its own subject and verb)
When the purpose needs its own subject, use a so that clause with zodat: Ik praat langzaam zodat Ahmed me begrijpt.
Remember: om and te plus the infinitive are the two slices of bread. Objects, adverbs and the first part of a separable verb (melk, hier, the op of opbellen) are the filling in between. A phrase with a preposition may stick out at the end, like a lettuce leaf: om mee te gaan naar het feest.
