The pattern
Ten and ter are frozen forms of te plus an old article, and plain te survives in set phrases too. Learn each phrase as one unit of vocabulary.
- ten (from old te den): ten eerste (firstly), ten slotte (finally), ten noorden van (north of), ten opzichte van (compared with).
- ter (from old te der): ter plaatse (on the spot), ter gelegenheid van (on the occasion of), ter inzage (available for inspection).
- plain te: te koop (for sale), te huur (for rent), te allen tijde (at all times), te voet (on foot), and in official documents te plus a place name: geboren te Utrecht (born in Utrecht).
- Nothing is added or changed: no extra de or het, and old endings stay, so ter plaatse keeps its -e.
- Ten eerste and ten slotte fill the first slot of the sentence, so the finite verb comes right after them (verb second).
- Typical habitat: letters from the gemeente, contracts, the news, speeches, and signs in windows and front gardens.

Why it works this way
Centuries ago Dutch showed the job of a noun by changing the article, much as German still does. After te, the article took its dative form: den before masculine and neuter nouns, der before feminine ones. Te den contracted to ten and te der to ter, just as German turns "zu dem" into "zum" and "zu der" into "zur". As Dutch gradually lost its cases, these chunks were already frozen, so they stayed. Some carry a second fossil, an old -e on the noun: ter plaatse, ten slotte, ten tijde van.
That history leaves a rough pattern. Ter often comes before abstract nouns in -ing, -heid or -tie, and formal writers still coin new phrases on that model: ter illustratie, ter voorbereiding op. Ten often comes before het-words: ten behoeve van, ten gevolge van. This is a tendency, not a rule (ten tijde van contains the de-word tijd), so learn the chunk instead of calculating it.
Plain te is the same old preposition, meaning roughly at or in, so do not read te koop as too anything. Many more frozen combinations without te follow in fixed prepositional phrases.
Remember: ten and ter come with the article already packed inside, so nothing else goes in. No de, no het, and no swapping ten for ter.
