This form is called the superlative (in Dutch: de overtreffende trap). It picks out the top of a group: the cheapest coffee, the busiest train, the coldest month. It is one step up from the comparative, where groot becomes groter.
The pattern
Add -st to the adjective. Before a noun, add -e and usually de or het (de grootste stad); after a verb, usually het plus the bare form without -e (Deze is het grootst).
- Most adjectives simply add -st: klein, kleinst; snel, snelst; duur, duurst; gezellig, gezelligst.
- The adjective keeps its spelling, because -st starts with a consonant and the syllable stays closed: groot, grootst (compare groter); dik, dikst (compare dikker); lief, liefst. The same goes with -e: de grootste, de dikste.
- Adjectives that end in -s add only -t: vies, viest; wijs, wijst.
- Before a noun, the superlative gets -e. Usually you use the noun's article: de grootste stad, het mooiste huis, de duurste fietsen. A possessive replaces the article: haar dikste trui. Without a possessive, keep the article, even if your language drops it (Arabic says "biggest city" with none).
- After a verb, the usual form is het plus the bare form: Deze is het grootst, Wie rent het snelst?
- Some adjectives use meest instead (see Meer and meest), and goed becomes best (see Goed, beter, best).

Why it works this way
Before a noun, a superlative is an ordinary adjective after de or het, so it gets -e, just like de grote stad (see adjective endings). A superlative picks out one particular winner, so it usually comes with de, het or a possessive like mijn, and takes -e. That is why you say een mooi huis but het mooiste huis and mijn mooiste huis.
After a verb, het snelst names no thing. It tells you how much: to the top degree. So it stays het, even with a plural subject: De treinen zijn om acht uur het drukst.
Compare the two station sentences. Utrecht Centraal is het drukste station ranks one station against other stations, so there is a noun. Het station is om acht uur het drukst compares the station with itself at other times. No noun fits, so you use het drukst.
Remember: "the biggest one" is a thing, so it gets de or het and -e. "Biggest of all" is a degree, so it gets het and no ending.
With zijn, when you compare things in a group, both work: Deze tas is het grootst and Deze tas is de grootste (the biggest one). After a verb you will also hear het snelste with -e. That is accepted, but the bare form is the usual choice in writing.
