The pattern
After a negative question or statement, nee agrees with it, and jawel or toch wel contradicts it. A bare ja can be unclear there.
- A negative question or statement contains a word like niet, geen or nooit.
- Agree: Ben je niet moe? Nee. (You are not tired.)
- Disagree: Ben je niet moe? Jawel. (You are tired.)
- In the full sentence after jawel, niet usually becomes wel, and geen usually becomes wel een or wel (see Geen or niet?).
- Toch wel does the same job and sounds a little more insistent, like "it is, actually".
- Ja plus a clear full sentence is also possible (Ja, ik ben wel moe.), but jawel makes the contradiction clear from the first word.
- After a positive question, nothing changes: Kom je? Ja. or Nee.

Why it works this way
A bare ja after a negative question is a small riddle. Does it mean "yes, you're right, I'm not coming", or "yes, I am coming"? English and Spanish simply say yes or "sí" and let the rest of the sentence explain. Dutch can do that too, but it prefers a word that settles the question at once.
Jawel is ja plus wel, with the stress on wel. You may know wel from Toch, wel, hoor, nou, gewoon: it insists that something is true, against a doubt, and it is the opposite of niet and geen. So jawel means roughly "yes, it is so, whatever you thought". French has the same tool in "si", German in "doch", and formal Arabic in "balā".
Dutch children show the system at its clearest. Their classic argument is a ping-pong of Welles! and Nietes! (Is so! Is not!) until an adult steps in.
Remember: when a question has niet or geen in it, think of your full answer. If it would contain niet or geen, start with nee. If it would contain wel, start with jawel.

Use it today
Ask a colleague or neighbour one negative question today, such as Werk je morgen niet?, and listen for nee or jawel in the answer. Then answer at least one negative question yourself with jawel and a full sentence with wel.
